The Kremlin spokesman, Dmitry Peskov, added that Ukraine did it so that its president, Petro Poroshenko, could put off elections by imposing martial law because he was not doing very well in polls.

This morning, I had a phone call with President Poroshenko who requested the NATO - Ukraine Commission meeting.

Poroshenko said Monday he wants to declare martial law "to strengthen Ukraine's defense capabilities amid increasing aggression and according to worldwide law a cold act of aggression by the Russian Federation."He added that Ukraine intends "to keep adhering to all global obligations".

Instead, the US "will continue to stand with the people of Ukraine against the Russian aggression", she said, including through sanctions on Russia for its illegal annexation of Crimea.

Part 1 of Article 2 of the Treaty provides that merchant ships and warships, as well as other state-owned vessels under the flag of Ukraine or the Russian Federation, operated for non-commercial purposes, use the freedom of navigation in the Sea of Azov and the Kerch Strait. This also gives Moscow leverage over Ukraine and its struggling port cities along the Sea of Azov.
