The EU's main problem with Google isn't about Android specifically, but with the company's dominance of search traffic.

Google will also no longer force its manufacturers to only produce Android phones. One of the things the company will do is to start charging smartphone makers a licensing fee to use Google Play.

Instead, Google will allow device manufacturers to pre-install the Google Play Store on a stand-alone basis, and offer the option to pre-install Google's other proprietary apps for an extra, unspecified fee.
