Kavanaugh was nominated by President Donald Trump in July to replace retired Associate Justice Anthony Kennedy.

"I feel his performance in the hearings ultimately changed my mind", Stevens said, noting how many people felt Kavanaugh was too combative. During the hearing, some of Kavanaugh's testimony appeared blatantly political - in one instance he called the handling of the accusation "a calculated and orchestrated political hit".

Stevens had previously supported Kavanaugh's nomination, saying the D.C. Circuit Court judge was sufficiently qualified to serve on the Supreme Court.

She later clarified she was "not making any announcements" but was "deeply disappointed in Senator Collins's vote for Kavanaugh". Her testimony took place as two more women came forward with sexual misconduct allegations against him.

"Although we may never know with complete certainty the identity of the victor of this year's presidential election, the identity of the loser is clear", Stevens wrote in the strongly worded dissent.

The allegations were made by California psychology professor Christine Blasey Ford and former Yale classmate Deborah Ramirez.

The op-ed comes after mounting criticism of Kavanaugh's performance last Thursday.

Democrats who oppose his confirmation contend that Kavanaugh could harbor political bias in light of the fierce opposition he faces over allegations that he sexually assaulted a teen while in high school.

The judge passed through a procedural vote on Friday and is expected to be narrowly confirmed on Saturday.

Stevens doesn't even bring up the possibility that Kavanaugh stands accused of sexual misconduct by multiple women; the fact that Kavanaugh was unable to hide his obstinately biased opinions is enough to disqualify him. Wrapping up, Stevens says that Senators need to be aware of Kavanaugh's partisan attitudes and that it would be unhealthy to bring on a judge that would "only do a part-time job".

Kagan added: "It's not so clear, I think, going forward, that that sort of middle position - it's not so clear whether we'll have it".

Stevens, who was appointed to the bench by Republican President Gerald Ford in 1975, retired from the Supreme Court in 2010.
