President Donald Trump is pledging to help the people affected by Hurricane Florence as he arrives in North Carolina to survey damage wrought by the powerful storm.

The governor said 16 rivers statewide were at major flood stage and more than 1,100 roads were closed.

The Cape Fear River was expected to crest at 61.5 feet (19 metres), quadrupling its normal height, on Wednesday in Fayetteville, a city of 200,000 in the southern part of the state near the Fort Bragg army base, according to the National Weather Service.

The river's overflow also turned Interstate 40 in Pender County into a river, which state Department of Transportation officials say serves as a reminder of how risky traveling in the area can be.

The city manager told CNN that 12,000 people are "in harm's way". More than 5 million gallons (18 million litres) of partially treated sewage spilled into the Cape Fear River after power went out at a treatment plant, officials said, and the earthen dam of a pond holding hog waste was breached, spilling its contents. "We've never had it at those levels before so we don't really know what the impact will be just yet", he said.

In addition to being raised in North Carolina, MJ serves as a co-chairman of Charlotte basketball team the Hornets.

Many people with limited means like the disabled Howells will struggle to escape Florence, or build back when its damage is done. It's moving westward across the eastern Caribbean, where it's expected to bring up to 5 inches of rain across Puerto Rico.

"People don't realize how a very hard phase is beginning today, with the handsome sunshine", Trump said.
