Former Arizona US Sen. Jon Kyl to replace John McCain

Meghan McCain on Tuesday tweeted that Kyl is "a true statesman and a friend to my family".

Kyl was heading back to Washington, D.C., as confirmation hearings for Supreme Court nominee Brett Kavanaugh began.

McCain died August 25 of brain cancer and served with Kyl in the Senate for years.

We are all saddened by the circumstances that required this appointment and appreciate there was only one John McCain.

Kyl served alongside McCain in the Senate from 1995 until 2013, rose to the No. 2 GOP leadership post and was a consistent conservative vote.

By law, Ducey was required to appoint a Republican successor to fill McCain's seat, although he nearly certainly would have tapped a Republican regardless. And if Kyl were to leave before November 2020, Ducey would have to name another caretaker for the seat. The onus fell on the governor to appoint someone to serve until 2020 - when an election will determine who serves the remainder of McCain's term through 2022 - because the deadline had passed to call a special election this year.

Arizona's other senator, the retiring Jeff Flake (R), tweeted, "Governor Ducey has selected Senator Jon Kyl as Senator McCain's replacement". If he has not changed his mind, it's likely he will not run for another term once the rest of McCain's term expires. McCain died August 25 after a long struggle with brain cancer.

The Republican Flake says in a statement that "there is no one more qualified" than Kyl, a Republican. His appointment may make it possible for him to vote for the nomination.

However, on Tuesday Ducey said that he hasn't been able to get Kyl's commitment to serve beyond the congressional session that ends this year, though he hopes Kyl will reconsider.
