Washington announced in January that it was imposing what it called safeguard tariffs over four years a 30 percent tariff in the first year which would be reduced gradually to 15 percent in the fourth year.

China has tried to portray itself as a defender of the WTO's trade system.

China has responded to such measures with retaliatory tariffs against the U.S. But Trump said the tariffs are working, according to The Journal, and pointed to steel companies opening new U.S. plants as justification.

According to the Ministry of Commerce, Beijing wants to determine the legality of United States policies, as they harm China's rights and undermine the authority of the WTO. "We urge the USA side to take practical action, respect WTO rules and abandon its wrong practices, to bring the trade of related products back to normal". If it fails, the case will go to a panel of experts to decide whether the trade controls are illegal. One Chinese executive told Reuters that USA solar tariffs were a "sideshow" and had little effect on Chinese business.
