For its part, the Assam government has been publicising what steps the 4 million not on the list need to take to rectify the situation. A conglomerate of groups from the Barak Valley, which has a high concentration of Bengali-speakers, and rights groups have also criticised the way the Assam government has gone about the task set by the Supreme Court (beginning with setting the criteria determining eligibility) for violating human rights. There will be plenty of scope for filing claims and objections and process for it will begin on August 30. "We can not do anything about it", said Rajnath Singh.

Unsatisfied with the minister's response, an unrelenting opposition staged a walkout from the House.

Of the more than 32 million people who applied to be recognized on the register of Indian citizens, 4,007,707 were rejected, registrar general Sailesh told reporters in the state's capital, Gauhati. For now, 40 lakh people risk losing out; this figure could either drop significantly or rise.

"There were people who have Aaadhar cards and passports but still their names are not in the draft list".

"It is inhuman and is a torture on people. They also would appeal to people to refrain from making communally inflammatory comments", an official said. She further questioned their future and asked what if Bangladesh also denies citizenship to them.

Indian authorities published the final draft Monday of their National Register of Citizens for the state of Assam, a largely agrarian state of 33 million that shares a border with Muslim-majority Bangladesh and Bhutan and that has wrestled with a tide of illegal immigration for decades. The updated NRC shall contain names of persons eligible for inclusion in updated NRC by virtue of being original inhabitants of Assam.
