Flash flood emergency in Ellicott City, Md., as thunderstorms unload excessive rainfall

Authorities had no immediate report of any injuries or fatalities though information is still preliminary.

Dramatic photos and video emerged showing fast-moving torrents of brown water rushing down Main Street in Ellicott City, just outside Baltimore, on Sunday.

In addition to the flooding in Ellicott City, flooding was also reported elsewhere in Howard County and in neighboring Baltimore City and county.

"This is a bad, awful time".

All of fire and EMS department's rescue swimmers are responding to the emergency, and swift water units from as far away as Northern Virginia are on their way to Ellicott City. But authorities were just beginning to assess the damage in Ellicott City.

It will send a plume of tropical moisture towards the Gulf Coast for the weekend and that means very heavy rainfall is possible. Flooding potential will increase across this region early next week as Alberto was forecast to slow down after it moves inland.

"If you are trapped, we are coming", the agency tweeted. Of course, we have rescue folks in Ellicott City now.

Mark Hemmis, owner of the Phoenix Emporium restaurant, said he and his staff moved everyone upstairs.

In some places, the floodwater reached the first floor of buildings.

"It is equally devasting, if not more so, than the flood of July 30, 2016", county spokesman Mark Miller told the paper. Initial damage estimates appear to be higher than the 2016 flood, Kittleman said as he thanked the emergency workers and first responders who worked throughout the night.

Maryland Gov. Larry Hogan has declared a state of emergency in a community west of Baltimore hit by flash floods. In the meantime, homes were protected wish sandbags, stone walls and raised foundations.

Raging water toppled buildings, swept away cars and rose as high as nearly two metres in Ellicott City, about 22km west of Baltimore, on Sunday (local time).

Emergency management officials urged people to avoid downtown Ellicott City. Some spots may have received 10 inches of rain in a 3-hour span.

Baltimore County fire department spokeswoman Elise Armacost told residents, "If you don't have to be outside, you shouldn't be, later adding, "You're much safer indoors". They say water and cleaning supplies are of items most in need.

Water peaked at levels higher than in historic flooding that killed two people and submerged the city in 2016.

At least five roads in Baltimore have been shut down due to flooding, the National Weather Service reports.
