While Google's initial response refuted numerous claims made by Quartz, and explained again and again how Google and Android handles sensitive location data, the letter to the FTC again uses the report as its main basis.

The Australian Competition and Consumer Commission (or ACCC) is Australia's equivalent of the FTC in the United States, regulating business practices to protect the consumer and promoting healthy competition among businesses. Google is under investigation in Australia following claims that it collects data from millions of Android smartphones users, who unwittingly pay their telecom for gigabytes consumed during the harvesting, regulators said yesterday. It is being reported that the Oracle report had further claimed that Google is consuming around 1GB of mobile data monthly from the account of each Android phone user in Australia. The ACCC is particularly concerned that digital platforms like Google and Facebook have tremendous influence on the advertising market. "The types and quantity of such data that a user's device transmits would depend on the products or services they use, and in some cases a user's settings", it added.

ACCC chairman Rod Sims was quoted in the report as saying his people were looking into the Oracle claims. Regulators found that telecom service customers are unknowingly paying for gigabytes of mobile data mined by the USA tech giant. "Most consumers do not understand the level, granularity, and reach of Google's data collection".

With the EU General Data Protection Regulation set to come into force in just 11 days' time Google could also face further privacy investigations in Europe. Moreover, the phone doesn't need to have any apps installed, or even a SIM card inserted.

However, beaming that much data back to Google costs gigabytes of mobile data that customers have unknowingly have been unknowingly paying for thinking that it reflects their data usage.
