Senate Intelligence Committee Vice Chairman Mark Warner announced Tuesday afternoon that he will vote "yes" on the nomination of Gina Haspel to become the next CIA director. But by the time he released the statement, two key swing votes on the committee, Manchin and GOP moderate Senator Susan Collins of ME, had already announced they would vote for Haspel. Haspel - who would replace now-Secretary of State Mike Pompeo in the role - has gotten support from lawmakers on the left.

"If she is confirmed, the Senate Intelligence Committee will continue to conduct thorough and vigorous oversight over the nation's intelligence agencies".

Despite criticism of her nomination because of her past ties to the CIA's former rendition, detention and interrogation activities, Haspel is expected to be approved with the support of all eight committee Republicans and at least one of its seven Democrats.

Haspel's comments went beyond her testimony at her confirmation hearing last week, when she repeatedly refused to disavow techniques such as waterboarding as immoral or ineffective.

Haspel wrote that she has "learned the hard lessons since 9/11".

"With the benefit of hindsight and my experience as a senior agency leader, the enhanced interrogation program is not one the CIA should have undertaken", Haspel told Sen. Joe Manchin of West Virginia and Joe Donnelly of Indiana.

McCain is known as a tough wrangler of votes, and his credibility on the issue of torture is widely respected among his colleagues on both sides of the aisle. "I think what we did helped ultimately produce the intelligence we needed to be able to get (Osama) bin Laden", Cheney said.

Warner has not yet said how he would vote ahead of the panel's closed session Wednesday.
