The California Energy Commission approved new building standards that include the solar panel requirement for all new residential buildings under construction as of January 1, 2020.

The commission estimates they would add an average $10,500 in construction costs for a single-family home but generate about $16,000 in energy savings.

In addition, new ventilation requirements will apply to new homes and healthcare facilities.

The CEC estimates the move will reduce greenhouse gas emissions by 700,000 metric tons over the course of three years. Currently, solar is included on just 15 percent to 20 percent of new single-family homes, said Bob Raymer, technical director for the California Building Industry Association.

The California Energy Commission on Wednesday approved a requirement for solar panels on new homes starting in 2020. Last year, the California Association of Realtors released a report saying that about 70 percent of the state couldn't afford the median home price of more than $550,000. The measures will protect residents from air pollution originating from outdoor and indoor sources, according to the California Energy Commission.

This historic revision of building energy codes ensures a large investment in residential rooftop solar and energy efficiency as California pursues its mandate of getting 50% of its energy from renewables by 2030.

The law will cover houses, condos, and apartment buildings up to three stories high. That means homeowners with the rooftop solar systems will be able to capture cheap electricity during the middle of the day and to keep that power onsite for evening hours when rates tend to go up.
