Conservative MP for Hertsmere Mr Dowden said: "It is sad that Amber Rudd has chose to resign after she felt she had inadvertently misled the House last week".

In her resignation letter to Mrs May, Ms Rudd said: "I feel it is necessary to do so because I inadvertently misled the Home Affairs Select Committee over targets for removal of illegal immigrants during their questions on Windrush".

"She has been an excellent Home Secretary and should take pride in her achievements in office".

The man who replaced Amber Rudd joined the weekly parade of ministers down Downing Street for a summit from 9.30am.

"This review will seek to draw out how members of the Windrush generation came to be entangled in measures designed for illegal immigrants, why that was not spotted sooner and whether the right corrective measures are now in place", Javid told parliament.

James Brokenshire, who stepped down as Northern Ireland secretary in January to undergo lung operation, returned to cabinet to replace Javid in the housing, communities and local government brief.

He said: "I still have a contract and let's see what happens at the end of this season". I think we are nearly there, but I can't celebrate because nearly is not enough.

"Making sure that we have an immigration policy that is fair, treats people with respect and with decency - that will be one of my most urgent tasks", he told reporters.

Mr Javid said the phrase "hostile" was "unhelpful and does not represent our values as a country", preferring "a compliant environment".

He has rejected the controversial "hostile environment" tag attached to the government's immigration policy.

"Now that she has gone we don't know if that is the case".

"If you look at what we're doing as a government, and have been doing over the years as a government, what we are doing is responding to the need that people see for a government to deal with illegal immigration", she said.

His appointment is widely seen as a way for British Prime Minister Theresa May to curtail the backlash from the so-called Windrush scandal, which brought to light the unfair treatment of Commonwealth citizens from Jamaica over a lack of citizenship documentation.

But moving Sajid Javid in, after Amber Rudd took herself out, does not end the prime minister's problems.

"It is the prime minister who has created the fundamental reasons for the Windrush scandal", said Joanna Cherry, home affairs spokeswoman for the opposition Scottish National Party.

"Just as importantly, people who have come here legally and enriched the life of our country should not expect the state unreasonably to challenge their presence here; rather, it should help them prove their right to continue living here and contributing to the life of our nation".

Since May lost her parliamentary majority in elections last June, her leadership has often been under question, and she has already suffered three prior cabinet resignations.
