Teachers got the blame, as Bevin said some single parents can not afford childcare and can not afford to take time off work to watch their children. Bevin contends the budget is imbalanced and over estimates revenues in explaining his vetoes.

The House and Senate each voted in two steps to override Governor Matt Bevin's vetoes of the tax increase and the overall budget.

Somewhere in Kentucky children were sexually assaulted, exposed to drugs or hurt because schools were closed Friday as teachers across the state rallied at the Capitol, Gov. Matt Bevin told reporters Friday night.

Acting House Speaker David Osborne said there are no new bills, but said lawmakers are considering amendments.

Rep. Jeff Hoover, a Republican from Jamestown, criticized the governor for never calling a special legislative session on tax reform a year ago, despite promising to do so.

"What this tax bill really does is raise $436 million in taxes from the people who can least afford to pay more", he said. That the vetoes were desired by them to endure, which would've pressured the Senate to call a special session of the State Legislature to pass a new funding. But 5-7 House Republicans united by Senate Republicans, voted to override.

In rejecting the increase, Bevin said it would not generate enough money to cover new state spending.

Between both chambers the vote fell mostly along party lines, with no Democrats supporting the bill and only 16 Republicans opposing. The vote was 66-28 in the House and 26-12 in the Senate. In all, 88 of the 90 Republicans in the General Assembly voted against the Republican governor on the budget. This bill is a tax shift. "You need both of those to have one of them because you need the funding to able to provide the appropriations as well". Minority Floor Leader Ray Jones offered this on the tax measure.

Educators say today they will be keeping a close eye on the "tweaks" expected to be made to the budget and revenue bills.

Kentucky teachers swarmed the capital on Friday to tell lawmakers they would be voting them out in response to low teacher pay, under-funded education, and unjust changes to educators' pensions.

Even the teachers looking on seemed confused at times. "Comes across as a little juvenile to me".

"That's why teachers were in Frankfort, not to stand up for themselves, but to stand up for funding for their schools and their kids so they'd have what they need to help them be successful".

Brent McKim, president of the Jefferson County Teachers Association, a teachers union in Louisville, also criticized the governor's claims.

"I think it was bittersweet because it was better to have it overturned than to not have anything", Dupree said, adding the budget included funding for family resource centers, increases in SEEK and money for bus transportation.

John Chilton, Bevin's budget director, said he understands lawmakers have new bills to raise revenue and govern spending and could introduce them soon.
