Is Hungary's Victor Orban popular or a populist?

Hungarians are set to reelect Viktor Orban, a hard-liner on immigration, for a third straight term in a Sunday election that could help solidify anti-migrant positions in Central European governments.

The strongest opposition party is the formerly far-right Jobbik, which has recast its image as a more moderate nationalist force.

In all, 199 seats in parliament are up for grabs. Opposition parties are keen to make sure that Orban's bloc does not sweep to a supermajority in which the autocratic leader could easily push through more constitutional changes.

Though Orban has campaigned heavily on anti-migration policies, voters are more concerned with government corruption, poverty, and the country's health care system.

Long lines of voters were reported also at the Hungarian embassies in London and Paris. The opposition Socialist Party urged authorities to "at least distribute water" in districts where voters were waiting in line, sometimes for hours.

Orban's main challengers are Gabor Vona's nationalist Jobbik party and a left-wing alliance of the Socialist and Dialogue parties led by Gergely Karacsony.

Opposition leaders said they were encouraged by high early turnout.

Prime Minister Viktor Orban's Fidesz Party is enjoying wide support with its anti-immigration policy. "The Hungarian political landscape will dramatically change today".

The leader of Hungary's right-wing nationalist Jobbik party says he expects a "surprise" result in the parliamentary elections.

The election produced a turnout of around 70 percent, exceeding the past three elections. "But this is not the time to sit back", Mr Vona said after voting in his home city of Gyonygyos in northern Hungary.

After casting his vote in a wealthy district of Budapest, Orban said: "From here I will go and take part in mobilizing voters".

Orban, who focused his campaign on his harsh anti-migration stance, says it's a "misunderstanding" that his frequently harsh criticism of Brussels was directed at the whole of the European Union. Steps included passing a new constitution over opposition protests, a crackdown on civil society groups, stacking state institutions with party loyalists and using the government's power to dominate media.

If borne out, Mr Orban will likely seize on the results as vindication of his clashes with European Union institutions over his hardline anti-immigration policies and rejection of the EU's refugee resettlement programme, as well as his moves to clamp down on civil society groups.

Mr Vona said the question is not about migration but the large number of Hungarians leaving the country and heading to western Europe in search of higher wages and better prospects.

"This is a country which has always stepped up for itself, so we can trust in the people, I will accept their decision", he said.

Uncertainties about Mr Orban's margin of victory are caused by Hungary's electoral system in which voters cast two ballots, one for an individual candidate in their region and another for a party list. But he added that since all parties, including Fidesz, had mobilised intensively, it did not necessarily mean Orban was threatened with defeat.
