A former investment banker, Powell will be the first Fed chairman in 40 years who doesn't have a PhD in economics.

In an unprecedented punitive action, the US Federal Reserve on Friday ordered troubled banking giant Wells Fargo to halt its expansion until it improves governance, following "persistent misconduct".

"I would have liked to serve an additional term and I did make that clear" when she interviewed with Trump, Yellen said in an interview broadcast by PBS.

The company kept coming under fire after revealing that auto-loan clients were forced to pay for unwanted vehicle insurance and that mortgage customers were improperly charged fees. Her four-year term ended on Friday; she will now join the Brookings Institution thinktank.

Transcripts of Fed meetings from fall 2008, when Lehman Brothers' collapse ignited the most unsafe phase of the financial crisis, show that Yellen helped drive the Fed to unleash about everything in its economic arsenal, including slashing its key short-term interest rate to a record low near zero.

The Fed set a September 30 deadline for the bank to outline reforms and have them reviewed by an outside firm.

Wells Fargo's balance sheet expanded steadily from the end of 2013 to 2016, but growth slowed dramatically a year ago as it battled to address the issues raised by the scandal. The asset cap can be lifted before the rest of the order is satisfied.

The statement said Wells Fargo had prioritized growth over ensuring effective risk management. It projected profits might be cut by as much as $400 million, or less than 2 percent of last year's $22.2 billion of net income.

In addition to the growth restriction, the Board's consent cease and desist order with Wells Fargo requires the firm to improve its governance and risk management processes, including strengthening the effectiveness of oversight by its board of directors.

Wells Fargo elected six independent directors in 2017, and three other people plan to retire before an annual shareholders meeting, the company said.

Wells Fargo will be able to continue current activities including accepting customer deposits or making consumer loans, the Fed said. She argued that the Fed could leave its key policy rate near zero for far longer than previously thought prudent.

The Fed specifically cited the need to strengthen oversight by the bank's board of directors, and sent letters outlining the failures to Stumpf and another former director.
